Any Tom, Dick and Harry can talk loosely about Sanskrit. Shocked? This is the plain truth regarding Sanskrit festivals. In order to preach in Sanskrit festivals you need not to be a Sanskrit scholar.

You may be mayor, politician, clerk in Railway department, Managing Director of rural bank-anybody. But you should not be Sanskrit scholar! Some readymade sentences I will teach you. Simply parroting them makes news in news papers.
